(Nairobi, Kenya) – Kenyan roads could soon have dedicated lanes for cyclists and pedestrians after the National Assembly approved the Kenya Roads (Amendment) Bill, 2024, aimed at improving road safety for all users.
The bill was passed on Thursday, August 13. It seeks to introduce legal provisions that require road authorities to incorporate infrastructure for non motorised transport into road design and construction.
Sponsored by Samburu West MP Naisula Lesuuda, the bill provides for dedicated facilities, including cycling lanes, pedestrian walkways and pedestrian crossings, to improve safety for people who cycle or walk.
“The principal Act is amended to include designing and constructing designated tracks for non motorised transport for existing roads and new roads under its control, including cycling lanes and pedestrian walkways which shall be separated from tracks for motorised transport,” the bill read.
Under the proposed changes, the Kenya National Highways Authority, Kenya Rural Roads Authority and Kenya Urban Roads Authority would be required to design and construct dedicated non motorised transport facilities on designated roads under their control.
The proposed legislation also introduces definitions for terms such as cycling lanes, pedestrian walkways and non motorised vehicles, providing a legal framework for the infrastructure.
At the same time, police would be empowered to enforce compliance with non motorised transport infrastructure and ensure the safety of cyclists and pedestrians using designated facilities.
The bill will now be sent to President William Ruto for presidential assent before it becomes law.
If enacted, the law would require road planners to consider cyclists and pedestrians as part of road infrastructure and is likely to enhance the safety of other road users.
Data from the National Transport and Safety Authority reveals that pedestrians, cyclists and motorcyclists account for up to 76 percent of all road traffic deaths in Kenya.
Pedestrians consistently top the fatality lists, accounting for over 36 percent of all road deaths annually. Most accidents happen along major urban corridors such as the Thika Super Highway.
