(KYIV, UKRAINE) – The Bureau of Economic Security of Ukraine delivered a combined economic effect of 19.509 billion Ukrainian hryvnia in the first six months of 2026. At current exchange rates, this sum is equivalent to approximately 435 million US dollars, 340 million British pounds and 376 million euros.
The director of the bureau, Oleksandr Tsyvinskyi, wrote on his Telegram channel that the total comprised 1.79 billion hryvnia in funds returned to the state budget, 3.903 billion hryvnia in prevented losses to the budget and businesses, and 13.816 billion hryvnia resulting from the de-shadowing of key markets. The returned funds of 1.79 billion hryvnia equal about 40 million dollars, 31 million pounds and 35 million euros. Prevented losses of 3.903 billion hryvnia convert to roughly 87 million dollars, 68 million pounds and 75 million euros. The de-shadowing impact of 13.816 billion hryvnia is equivalent to approximately 308 million dollars, 241 million pounds and 267 million euros.
Analytical work by the bureau prevented the illegal use of risky VAT tax credits worth 3 billion hryvnia (67 million dollars, 52 million pounds, 58 million euros) and illegal VAT refund claims from the budget amounting to 115 million hryvnia (2.6 million dollars, 2 million pounds, 2.2 million euros). A further 32.5 million hryvnia in losses was prevented during public procurement procedures, equal to about 725,000 dollars, 567,000 pounds and 627,000 euros.
In completed criminal proceedings, 1.77 billion hryvnia was reimbursed to the budget, equivalent to roughly 39.5 million dollars, 31 million pounds and 34 million euros. Property worth 738 million hryvnia was seized, and excisable goods and equipment valued at 901 million hryvnia were removed from illegal circulation. The seized property amounts to about 16.5 million dollars, 12.9 million pounds and 14.2 million euros, while the confiscated goods and equipment equal approximately 20.1 million dollars, 15.7 million pounds and 17.4 million euros.
The most notable de-shadowing results were recorded on the fuel market. According to bureau data, the shadow market share shrank from 34 percent several years ago to 9 percent currently. In the first half of 2026, legal fuel sales through cash registers grew by 342 million litres, or 9.4 percent, while tax revenues from fuel increased by 18.51 billion hryvnia to 67.73 billion hryvnia. The additional tax revenue of 18.51 billion hryvnia equates to roughly 413 million dollars, 323 million pounds and 357 million euros. Total fuel tax receipts of 67.73 billion hryvnia are equal to about 1.51 billion dollars, 1.18 billion pounds and 1.31 billion euros.
On the household appliances and electronics market, cash register revenue for the first six months of 2026 rose by 31 percent to 104.4 billion hryvnia, which converts to approximately 2.33 billion dollars, 1.82 billion pounds and 2.01 billion euros. The share of official Apple device activations increased from 21.2 percent to 37.1 percent.
Work on controlling flower imports generated an additional 316.4 million hryvnia in customs payments, equal to about 7.1 million dollars, 5.5 million pounds and 6.1 million euros. While import volumes rose by 7.3 percent in physical terms, the sum of customs duties paid increased by 81.2 percent to 706.06 million hryvnia, equivalent to roughly 15.7 million dollars, 12.3 million pounds and 13.6 million euros.
