(KYIV, UKRAINE) – Ukraine is pushing to speed up work on meeting the conditions tied to the European Union’s Ukraine Facility programme in order to secure the full amount of financing still available under the plan.
Prime Minister Serhiy Koretskyi has told ministers to move faster on delivering the commitments Ukraine has made within the framework. The goal is to draw in as much of the remaining partner support as possible. Out of the total EUR 46.8 billion set out in the Ukraine Plan, the country has so far received EUR 29.5 billion.
Koretskyi said the government would accelerate its work to meet the obligations under the Ukraine Facility. He described the funding as a critically needed resource for the country.
The instruction followed a meeting with ministers who are responsible for specific reform areas and programme indicators. Officials carried out a detailed review of the current state of play, checking which commitments have been met, which are overdue and where the bottlenecks lie. They also examined specific steps that are already creating a risk that some funds may not arrive.
The Prime Minister said Ukraine needs to close outstanding obligations now and fulfil the conditions set for the third quarter. He made clear that the government must work ahead of schedule and secure every possible inflow of external assistance.
After the meeting, a series of assignments were issued. Specific deadlines were set and officials were named as responsible for each problem area.
Ukraine’s wider financing needs remain large. According to the Budget Declaration for 2027 to 2029, the country’s total external financing requirement over the period from 2026 to 2029 is estimated at 145.9 billion US dollars. Of that sum, 45.3 billion US dollars represents the need for 2027 alone. At current exchange rates, 145.9 billion dollars is equivalent to approximately 114.4 billion British pounds or 132.6 billion euros.
