(QUEBEC, CANADA) – Quebec is sharply increasing minimum environmental fines for some of its highest risk industrial activities, with penalties for certain offences rising tenfold under changes to the province’s environmental laws.
The move will affect major sectors including battery manufacturing, oil refining, pulp and paper, mining, aluminium production, foundries, cement production and chemical fertiliser manufacturing. The higher penalties are expected to increase the financial cost for companies that breach provincial environmental rules.
Quebec’s Ministry of the Environment, the Fight Against Climate Change, Wildlife and Parks announced the changes on Tuesday as part of amendments to the province’s Environment Quality Act.
Under the new rules, minimum fines for a range of environmental offences will increase by 10 times. The ministry said the changes are intended to make financial penalties more closely reflect the environmental risks linked to certain industrial activities and their potential impact.
The ministry said the higher penalties are also intended to encourage companies and other organisations to follow environmental standards and adopt better operating practices.
The changes come after several large companies operating in Quebec have accumulated environmental violations in recent years. They include Rio Tinto Alcan, Béton Provincial and ArcelorMittal.
The financial impact could be significant for companies that repeatedly commit offences covered by the new rules.
Glencore, for example, paid two C$10,000 fines in 2024 and 2025 after contaminants were released into the environment above permitted concentrations at its Horne Foundry in Rouyn Noranda. At current exchange rates, each C$10,000 fine is about US$13,900 or £5,300. Under the revised rules, the minimum penalty for the same type of offence would rise to C$200,000, equivalent to about US$278,700 or £106,300 at current rates.
Rio Tinto Alcan has received six C$10,000 fines over the past three years for releasing contaminants into the environment. The combined amount was C$60,000. Under the revised minimum penalties, the same six offences could result in a minimum total of C$600,000, equivalent to about US$836,200 or £318,800 at current exchange rates.
The higher penalties could therefore increase compliance costs for industrial companies, particularly those operating facilities where environmental breaches can result in repeated fines.
The changes were welcomed by Alain Branchaud, director general of the Society for Nature and Parks of Canada’s Quebec branch, known as SNAP Quebec.
Branchaud said the tougher fines were positive after what he described as several recent setbacks in environmental protection. He said the increased penalties could make companies think more carefully before breaching rules governing industrial pollution.
He also called on Quebec’s next government to update the province’s law protecting threatened or vulnerable species and introduce similarly higher fines for companies or other parties that destroy natural habitats used by endangered species.
Branchaud said existing penalties were not strong enough to prevent the destruction of habitats that are important to threatened species.
The changes place greater financial pressure on industrial operators to comply with Quebec’s environmental requirements and could increase the cost of regulatory breaches across some of the province’s most important industrial sectors.
The Quebec government is expected to provide further details on the revised enforcement measures.
