( KYIV, Ukraine ) – Ukraine’s energy regulator has approved a package of amendments that introduce flexible connections to the electricity grid and set new rules for energy storage systems, marking a significant shift in how power capacity is managed in the country.
The changes were adopted by the National Commission for State Regulation of Energy and Public Utilities, known as NKEKP. The regulator’s press service said the amendments bring the existing regulatory framework into line with Ukraine’s Law No. 4777 IX on improving energy markets.
The updated rules affect the Transmission System Code, the Distribution System Code, the Commercial Electricity Metering Code and the methodology for calculating connection charges to transmission and distribution networks. A key new feature is the creation of a flexible connection mechanism. This allows network access to be adjusted based on actual available capacity rather than a rigid, fixed allocation. In practice, this means a household or business can be connected to the grid even when the local network is technically constrained, as long as consumption can be managed during peak hours.
The amendments also separate permitted capacity into distinct categories for power consumption and power feed in. This is a direct move to accommodate the growing number of small solar panel owners and businesses that both draw from and supply the grid. The rules further expand the use of cable pooling, which allows different electrical installations to share a single connection point. For energy storage system operators, the regulator granted the right to install generating units at their facilities.
The commission updated commercial electricity metering rules to reflect these new connection models, including those for sites with energy storage and a single connection point. The methodology for calculating connection fees has been refined, with specific provisions for cases where a customer simultaneously orders both consumption and feed in capacity, and for flexible connections.
The changes are set to come into force on 1 September.
This decision follows a July move by NKEKP, which revised Resolution No. 355 from 29 March 2022. That revision improved the procedure for connecting backup heat sources to gas distribution networks during martial law.
