(KYIV, Ukraine) – Ukraine’s government has widened a state support programme that helps private homeowners install independent heating systems. The scheme offers subsidised loans for the purchase and fitting of solid fuel stoves, chimneys and related materials, a move aimed at strengthening household energy security.
Prime Minister Serhiy Koretskyi announced the expansion. Homeowners can now access a preferential loan of up to 250,000 Ukrainian hryvnia or, in larger cases, up to 480,000 Ukrainian hryvnia. At current exchange rates, those ceilings stand at approximately $6,800 and $13,000, or £5,300 and £10,200, or €6,200 and €11,800. The state will repay either 10 percent or 20 percent of the loan principal, depending on the total loan size. The interest rate is set at zero percent for the first year, rising to 5 percent in the second year and 7 percent in the third year.
The programme comes with a condition on property size. Only houses with a floor area of up to 300 square metres qualify for the financing. The government is pitching the offer to citizens who had already been considering or planning to install autonomous heating, with the prime minister urging them to use the state support now available.
The expansion follows a broader legislative push on energy infrastructure. On 15 July, the Verkhovna Rada adopted a law amending several existing statutes to support the development of efficient and sustainable centralised heat supply. That legislation creates a framework for modernising district heating systems across the country while the household programme advances self reliant heating at the individual level.
