(KYIV, UKRAINE) – Ukrainian officials and their family members declared cryptocurrency holdings worth nearly 839 million hryvnias, equivalent to approximately $20.5 million (around Β£16.1 million or €18.8 million), in their 2025 asset declarations, with the most valuable crypto assets reported by officials based in the capital.

The National Agency on Corruption Prevention, known by its Ukrainian acronym NACP, published the findings following a risk assessment of declarations submitted for 2025 using logical and arithmetic control checks.

Cryptocurrency is classified as a virtual asset that must be declared. Officials reported holding crypto assets at the end of 2025 with a total value of almost 839 million hryvnias. The five most popular cryptocurrencies among declarants were Tether (USDT), declared at over 278 million hryvnias, Bitcoin at over 150 million hryvnias, Ethereum at over 100 million hryvnias, Ripple at over 46 million hryvnias and Binance Coin (BNB) at over 9 million hryvnias.

The holders of cryptocurrency included civil servants from category B with over 109 million hryvnias, category B with over 52 million hryvnias and category A with over 19 million hryvnias. A fifth category covering positions in local government bodies accounted for over 14 million hryvnias.

Officials in the capital Kyiv declared the most valuable crypto assets, worth almost 265 million hryvnias. Officials from Odesa region declared over 99 million hryvnias, Kyiv region over 70 million hryvnias, Dnipropetrovsk region over 63 million hryvnias and Zakarpattia region over 57 million hryvnias.

The NACP also examined expenditure by officials made abroad during 2025. Turkey led the ranking with over 1.15 billion hryvnias, equivalent to roughly $28 million (around Β£22 million or €25.7 million). Austria followed with 698.3 million hryvnias and the United States with 296.9 million hryvnias.

Cash holdings declared by officials and their family members remain predominantly in hryvnias. Among foreign currencies, the US dollar and the euro continue to dominate. Declarations also contain information on cash held in almost 90 currencies worldwide. The Hungarian forint and the Japanese yen ranked among the top five currencies by volume of cash savings.

The analysis of 2025 declarations also showed that officials and their family members declared 3,904 properties outside Ukraine held under ownership rights, with a total value exceeding 4.1 billion hryvnias, or roughly $100 million (around Β£78.5 million or €91.7 million). Germany topped the list by number of properties with 757, followed by Poland with 503 and Spain with 282.

More than three quarters of all declared foreign properties were apartments, numbering 3,064. Residential houses came second with 362. Most properties were registered in the name of family members of the declarants rather than the officials themselves. The most valuable foreign property by total declared worth was located in Spain, the United Kingdom, Poland, the United States and Bulgaria.

The declared value of precious metals held by officials and their family members totalled over 1.2 billion hryvnias, approximately $29.3 million (around Β£23 million or €26.8 million). Officials themselves reported precious metals worth over 952.5 million hryvnias while family members accounted for over 247.9 million hryvnias.

The logical and arithmetic control system analyses information provided in declarations and automatically checks it against data from state registers and other information systems. The NACP noted that the system cannot detect assets or objects actually used by a declarant or family members if the relevant rights are not subject to state registration or are absent from official registers. The agency said the control system is only one element of financial oversight. Full verification checks and lifestyle monitoring are also used for comprehensive review.

Declarations with the highest risk scores identified by the control system are selected for full verification. The NACP continues to check declarations from previous reporting periods and has begun full verification of declarations submitted for 2025. Declarations with a low risk score could undergo automated verification. Of those submitted for 2025 that were eligible, 40.3 percent passed such checks.

The Cabinet of Ministers recently approved a communication strategy for corruption prevention for the years 2026 to 2030 along with an operational plan for its implementation between 2026 and 2028.
